Nathaniel S. Bonnell, CPA

As President & CEO, Nathaniel Bonnell is responsible for the development and execution of the Bank’s strategic objectives and goals. He provides leadership, direction and guidance for all functions of the bank.

Nathaniel graduated from Davis & Elkins College as valedictorian and Summa Cum Laude with a B.S. in Accounting & Management, and received a Master of Business Administration from West Virginia University. He is a Certified Public Accountant (CPA) and Certified Information Systems Auditor (CISA), and a member of the American Institute of CPAs and WV Society of CPAs.

A 2014 graduate of Leadership West Virginia, he was named to the WV Executive Magazine Young Guns Class of 2020. He has been named Business Man of the Year by the Elkins-Randolph County Chamber of Commerce, and Outstanding Young Alumnus at Davis & Elkins College. He has received a Merit Award for the highest score in WV on the CPA exam from the WV Society of Public Accountants.

He sits on the board of directors for the Randolph County Development Authority and is a member of the board of trustees of Davis & Elkins College. He also serves as a member of the Elkins Rotary Club, and Mercy Chapel United Methodist Church’s administrative council and finance committee. He is an Assistant Director with the Mountain State Forest Festival, a board member for the West Virginia Bankers Association, and a former Advisory board member for the Federal Home Loan Bank of Pittsburgh.

Nathaniel also serves as President of Citizens Financial Corp. – the bank’s holding company.

Belinda J. Clevenger

Belinda Clevenger serves as Senior Vice President & Chief Financial Officer and has over 27 years of audit, compliance, and accounting experience. She is a Certified Public Accountant (CPA) licensed in West Virginia and has earned several designations, including the Certified Regulatory Compliance Manager (CRCM) through the American Bankers Association; Certified Anti-Money Laundering Specialist (CAMS) through the Association of Certified Anti-Money Laundering Specialists (ACAMS); Accredited ACH Professional (AAP) and Accredited Payments Risk Professional (APRP) – both through the National Automated Clearing House Association (NACHA).

She earned a bachelor’s degree in Business Administration/Accounting from West Virginia University. She is a member of the American Institute of CPAs and the West Virginia Society of CPAs.

Belinda also serves as Treasurer of Citizens Financial Corp. – the bank’s holding company. She is also a member of TopNet – a collaboration of West Virginia bankers.

Leesa Harris has over 40 years of banking experience and serves as Senior Vice President & Trust Officer.  She is a graduate of Davis & Elkins College, WV School of Banking, and Cannon Trust School.   She is a Certified Trust & Financial Advisor (CTFA) and corporate secretary of Citizens Financial Corp. – the bank’s holding company.

Leesa serves as chairman of the City of Elkins Housing Authority.  She is a member of the Elkins Rotary Club of Elkins.

Franklin M. Hinzman

Frank Hinzman serves as Senior Vice President and Chief Lending Officer, with over 30 years of banking experience.  He is responsible for leading and developing our commercial lending department.  He earned an A.S. in Business Administration from Davis & Elkins College and graduated from West Virginia Bankers School and Graduate School of Banking from LSU.

Frank is a member of Elkins Kiwanis and serves as Trustee and Treasurer for the Beverly United Methodist Church.

Kathy Leombruno serves as Senior Vice President & Marketing Officer, with nearly 25 years of bank marketing experience. She earned a B.S. in Public Relations from West Virginia University School of Journalism.  A graduate of the WV School of Banking, she is a member of the American Bankers Association Marketing Network and TopNet – a collaboration of West Virginia Bankers.

Kathy is a member of the Board of Directors for the Elkins-Randolph County Chamber of Commerce, United Way of Randolph County and Mountain State Forest Festival.  She represents Citizens on the Local School Improvement Council for Jennings Randolph Elementary School.  She has received the Tom Williams Award of Distinction, Chamber Person of the Year Award, and Outstanding Chamber Member Award from the Elkins-Randolph County Chamber of Commerce.

Matthew E. Osborne

Matt Osborne serves as Senior Vice President and Chief Credit Officer, with over 20 years of banking experience. He is responsible for providing oversight for our lending programs and portfolios. He earned a B.S. in Accounting from Ball State University and an M.B.A. from the University of Kentucky.

Matt is a member of the Board of Directors for Woodlands Community Lenders and the inaugural class of Leadership Randolph County. He is a volunteer coach for Seneca Soccer and Elkins YMCA Mighty Mites basketball.

Deborah L. Swiger

Debbi Swiger serves as Senior Vice President & Chief Operations Officer and has been employed at Citizens since 2008. She oversees our bank and branch operations. She earned a B.A. in History and B.A. in Sociology from Davis & Elkins College and is a graduate of the WV Bankers School.

She was named the 2023 West Virginia Young Banker of the Year by the West Virginia Bankers Association.

Debbi volunteers as a Girl Scout assistant troop leader. She participates with the Community Bankers of West Virginia Leadership Development Group, is a member of TopNet – a collaboration of West Virginia bankers, and has been appointed to serve on a CSI Customer Advisory Board.
