Nathaniel S. Bonnell, CPA

As President & CEO, Nathaniel Bonnell is responsible for the development and execution of the Bank’s strategic objectives and goals. He provides leadership, direction and guidance for all functions of the bank.

Nathaniel graduated from Davis & Elkins College as valedictorian and Summa Cum Laude with a B.S. in Accounting & Management, and received a Master of Business Administration from West Virginia University. He is a Certified Public Accountant (CPA) and Certified Information Systems Auditor (CISA), and a member of the American Institute of CPAs and WV Society of CPAs.

A 2014 graduate of Leadership West Virginia, he was named to the WV Executive Magazine Young Guns Class of 2020. He has been named Business Man of the Year by the Elkins-Randolph County Chamber of Commerce, and Outstanding Young Alumnus at Davis & Elkins College. He has received a Merit Award for the highest score in WV on the CPA exam from the WV Society of Public Accountants.

He sits on the board of directors for the Randolph County Development Authority and is a member of the board of trustees of Davis & Elkins College. He also serves as a member of the Elkins Rotary Club, and Mercy Chapel United Methodist Church’s administrative council and finance committee. He is the Deputy Director General of the Mountain State Forest Festival, a board member of the West Virginia Bankers Association, and a board member of the Federal Home Loan Bank of Pittsburgh.

Nathaniel also serves as President of Citizens Financial Corp. – the bank’s holding company.

Franklin W. Hinzman

Frank Hinzman serves as Executive Vice President and Chief Lending Officer, with over 30 years of banking experience.  He is responsible for leading and developing our commercial lending department.  He earned an A.S. in Business Administration from Davis & Elkins College and graduated from West Virginia Bankers School and Graduate School of Banking from LSU.

Frank is a member of Elkins Kiwanis and Home of the Soul Worship Center.

Matthew E. Osborne

Matt Osborne serves as Executive Vice President and Chief Credit Officer, with over 20 years of banking experience. He is responsible for providing oversight for our lending programs and portfolios. He earned a B.S. in Accounting from Ball State University and an M.B.A. from the University of Kentucky.

He is a 2023 graduate of Leadership Randolph and serves on the Board of Directors for Woodlands Community Lenders and Seneca Soccer. He is a volunteer coach with the Elkins/Randolph County YMCA Basketball program, Seneca Soccer, and Elkins High School Track and Field.

Anthony N. Ricottilli

Anthony Ricottilli serves as Executive Vice President & Chief Financial, with over 13 years of experience in banking and 28 years in accounting. A Certified Public Accountant (CPA), Anthony earned a bachelor’s degree in business administration with an emphasis in accounting from West Virginia University. He graduated from West Virginia School of Banking and is a member of the West Virginia Society of CPAs. He also serves as Treasurer for Citizens Financial Corp., the Bank’s holding company.

He serves as Treasurer of the Roaring Creek Lions Club and participates as a Randolph County CLIMB mentor.

Deborah L. Swiger

Debbi Swiger serves as Executive Vice President & Chief Operating Officer. With over 18 years of banking experience, she oversees our bank and financial center operations.

She earned Bachelor of Arts degrees in History and Sociology from Davis & Elkins College.  She is a graduate of the WV Bankers School and the Lloyd P. Calvert Graduate School of Banking, and alumna of the Community Bankers of West Virginia Leadership Development program.

Swiger is a 2025 graduate of Leadership West Virginia and was named the 2023 West Virginia Young Banker of the Year by the WV Bankers Association.

She serves on the Board for the Elkins-Randolph County Chamber of Commerce as Secretary and of the Elkins Otters Swim Board as Treasurer. She also volunteers as a Girl Scout Troop Co-Leader and Treasurer. A member of TopNet – a collaboration of West Virginia bankers, and she has been appointed to serve on a national CSI Customer Advisory Board.

Belinda J. Clevenger

Belinda Clevenger serves as Senior Vice President & Chief Compliance Officer and has more than 29 years of audit, compliance, and accounting experience. She also serves as the Community Reinvestment Act Officer.  She is a Certified Public Accountant (CPA) licensed in West Virginia and has earned several designations, including the Certified Regulatory Compliance Manager (CRCM) through the American Bankers Association; Certified Anti-Money Laundering Specialist (CAMS) through the Association of Certified Anti-Money Laundering Specialists (ACAMS); Accredited ACH Professional (AAP) and Accredited Payments Risk Professional (APRP) – both through Nacha. She is also a Certified Blockchain Expert through the Blockchain Council.

She earned a bachelor’s degree in Business Administration/Accounting from West Virginia University. She is a member of the American Institute of CPAs and the West Virginia Society of CPAs. She is also a member of the Board of Directors of ePay Resources, a regional payments association servicing Florida, Louisiana, New Mexico, North Carolina, Texas, Virginia and West Virginia.

Melissa D. Stalnaker

Melissa Stalnaker serves as Senior Vice President & Human Resources Officer and rejoined the Citizens staff in 2017. She is a member of TopNet – a collaboration of West Virginia bankers.

Janice L. Bonner, CTFA

Janice Bonner serves as Vice President & Trust Officer with comprehensive knowledge in trust services.  She is a Certified Trust & Financial Advisor (CTFA) and a graduate of Cannon Trust School. She obtained an Associate Degree in Business Administration from Davis and Elkins College.

Dustin J. Casto

Dustin Casto serves as Vice President & Chief Information Officer and joined Citizens Bank in 2006.  He earned a Cisco Networking CCNA designation from Fred W. Eberle Technical Center and attended the Graduate School of Banking in Madison, Wisconsin, and is a member of TopNet – a collaboration of West Virginia bankers.

Kelly L. Godwin

Kelly Godwin serves as Vice President & IT Manager. He studied Computer Science at West Virginia University and has over 17 years of experience in the IT industry.

Greg A. Harper

Greg Harper serves as Vice President of Dealer Financial Services and has been employed at Citizens since 2001.  He earned a B.S. in Accounting & Finance from Glenville State College.  He serves as coach for Randolph County Youth Softball and is a member of its Board of Directors.

He is a manager, coach and player on the Men’s League in Parsons and the S&S Softball Men’s Tournament Traveling Team.

Traci L. Hopkins

Traci Hopkins serves as Vice President & Fixed Rate Mortgage Manager and has been employed at Citizens since 2015.

Trevor J. Kiess, Esq.

Trevor Kiess serves as Vice President, Trust Officer & General Counsel. He obtained a B.S. in Accounting and a Master of Business Administration from West Virginia University. Additionally, he earned a Doctor of Jurisprudence from the West Virginia University College of Law.

Chasity L. Pennington

Chasity Pennington serves as Vice President & Controller and has been employed at Citizens since 2005.  She earned a B.S. in Accounting from Davis & Elkins College and is a graduate of the WV Bankers School. She is a 2025 graduate of Leadership Randolph.

Rebecca F. Schoonover

Rebecca Schoonover serves as Vice President & Financial Advisor and has over 20 years of experience in the financial services industry.  She holds Series 7, Series 63, and Series 66 Registrations as well as Life and Health insurance licenses. She earned a B.S. in Mathematics from the University of Charleston.

He received a B.S. in Business Administration from Fairmont State University and attended the Lloyd Calvert Graduate School of Banking and Graduate School of Banking at Louisiana State University. He has earned the designation of Certified Regulatory Vendor Program Manager III (CRVPM III).

Laura Simons serves as Vice President of Deposit Operations & Facilities and has been employed at Citizens since 2000.

Jeremy M. Webb

Jeremy Webb serves as Vice President & Commercial Loan Officer, with over 14 years of experience in commercial lending and business development. He earned a bachelor’s degree from West Virginia University and is a graduate of the West Virginia School of Banking and Barrett Graduate School of Banking. Additionally, he completed the Barrett Graduate Leadership Academy in 2025.

He serves on the Board of Directors of the Wood County Economic Development Authority.

Michelle D. Channels

Missy Channels serves as Assistant Vice President & Mortgage Specialist and has been employed at Citizens since 2000.

Jacqueline A. Cutlip

Jackie Cutlip serves as Assistant Vice President & Customer Service Center Manager. She has been employed at Citizens since 2009. She is a member of the Leadership Randolph Class of 2026.

William D. Phillips

Bill Phillips serves as Assistant Vice President, Financial Center Manager & Commercial Lender. He joined Citizens in 1998 and managed the Beverly Financial Center for eleven years. He currently oversees the Elkins and Beverly Financial Centers while providing commercial lending services to business clients.

Phillips completed a Bachelor of Science degree from Davis & Elkins College and is a 2024 graduate of Leadership Randolph. He serves on the Beverly Elementary School Local School Improvement Council and is an active member of the Tygart Valley Lions Club.

Tara B. Saenz

Tara Saenz serves as Assistant Vice President & Financial Center Manager. With over a decade of banking experience, she joined Citizens in 2024 and oversees the Buckhannon financial center.

Saenz serves on the Board of Directors of the Buckhannon-Upshur Chamber of Commerce and is a member of the Rotary Club of Buckhannon-Upshur and Leadership Upshur Class of 2026.

Jessica A. Shaffer

Jess Shaffer serves as Assistant Vice President & Marketing Officer and has been employed at Citizens since 2016.

Shaffer holds a Bachelor of Arts degree in Graphic Design with a minor in Marketing from West Virginia Wesleyan College. A 2014 graduate of Leadership West Virginia, she was previously named Young Leader of the Year by the Elkins‑Randolph County Chamber of Commerce.
